Planning for Prosperity

Faced with the mounting pressures of growth and rural sprawl, 10 mountain counties represented by the Sierra Business Council retained our firm to analyze and recommend economic and planning strategies for approaches to community development. Creating a working group of industry stakeholders, an opinion poll was taken, planning directors interviewed, codes analyzed and citizens queried to ultimately provide the Council with sound planning principles and an evaluation of the degree to which individual counties were applying the principles. The principles were summarized in the publication “Planning for Prosperity” which provided recommendations on how to make planning processes more fair, efficient and responsive, and established tools for counties to use as they evaluated development proposals while still allowing for responsible growth.
